PERAN PEMERINTAH KECAMATAN DALAM PELAKSANAAN KEGIATAN KEAGAMAAN LOMBA MUSABAQAH TILAWAH QUR'AN (MTQ) DI KECAMATAN SINJAI SELATAN

Abstract

This study aims to analyze the role of the South Sinjai District Government in implementing the Musabaqah Tilawatil Qur'an (MTQ) religious activity, identify supporting and inhibiting factors, and describe the district government's efforts to improve the quality of MTQ implementation. This study uses a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The research informants consisted of the Head of South Sinjai District (Camat), the Head of the Social Welfare Section, the organizing committee, religious leaders, and members of the community involved in the implementation of MTQ. Data analysis was carried out through the stages of data reduction, data display, and drawing conclusions.
The results show that the South Sinjai District Government performs three main roles: as a cross-sector coordinator, a resource mobilization facilitator, and a technical activity organizer. The coordinative role is manifested through the involvement of various agencies, such as the Religious Affairs Office (KUA), the Military District Command (Koramil), the Sector Police (Polsek), DP3AP2KB, village governments, community health centers (Puskesmas), and hospitals in supporting the smooth running of MTQ. On the funding aspect, the district government acts as a facilitator by gathering support from Civil Servants (ASN), Government Employees with Employment Agreements (PPPK), members of the Regional People's Representative Council (DPRD), and village governments. As a technical organizer, the district government successfully coordinated the implementation of MTQ, which was attended by 328 participants from one sub-district (kelurahan) and ten villages across six competition branches as a selection stage towards the Sinjai Regency level MTQ. The main supporting factors include solid inter-agency unity, high participation of officials and village governments, and strong stakeholder support. Meanwhile, inhibiting factors include official funding limitations, reliance on voluntary donations, cross-sector coordination complexity, and suboptimal activity evaluation mechanisms. This study concludes that the success of MTQ implementation in South Sinjai District is heavily influenced by the district government's ability to build cross-sector collaboration and optimize stakeholder participation. Therefore, strengthening budget support, establishing a sustainable evaluation system, and providing continuous participant guidance are required so that MTQ becomes not merely a ceremonial event, but also a means of cultivating a sustainable Qur'anic generation.
