KETERLIBATAN AKTOR DALAM PEMBANGUNAN INFRASTRUKTUR DI DESA PATTONGKO KECAMATAN SINJAI TENGAH KABUPATEN SINJAI

Abstract


This study aims to analyze the form and pattern of actor involvement, the factors influencing it, and strategies to optimize actor involvement in infrastructure development in Pattongko Village, Central Sinjai District, Sinjai Regency. This study adopts a qualitative approach with a case study design. Data collection was carried out through in-depth interviews, participatory observation, and documentation study of the Village Government Work Plan (RKPDes) and the Asset Inventory Card (KIB D) for the 2022–2026 period. Data analysis was based on the interactive model of Miles, Huberman, and Saldaña, utilizing triangulation techniques to ensure data validity.
The results of the study show that actor involvement has been structured across all stages of development. In the planning stage, a bottom-up planning mechanism and demand-driven governance principles were realized through collaboration among the Village Government, the Village BPD (Village Consultative Body), and the LPMD (Village Community Empowerment Institution) to establish development priority scales for farm roads, neighborhood roads, and public facilities via Village Deliberation (Musdes) and Hamlet Deliberation (Musdus). In the implementation stage, physical construction was executed through pure self-management (swakelola) as a form of collaborative governance and social capital participation, demonstrated through mutual assistance (gotong royong), the provision of local labor, and land donations. In the monitoring stage, the integration of formal oversight by the BPD and community-based social monitoring by residents proved capable of enhancing public accountability and transparency in village fund management. The main supporting factors for actor involvement include transparent village leadership, a culture of mutual assistance, effective communication, and budget transparency. Meanwhile, inhibiting factors include budget constraints, mountainous geographical conditions, and the limited technical capacity of village officials. This study recommends the need to strengthen village institutional capacity and formulate local regulations to ensure sustainable infrastructure maintenance.
